Considering all of your ideal requirements there are two papers that stand out from the rest.

The first is Stonehenge White; a 250gsm, 100% cotton machine-made printmaking paper produced in the United States. Stonehenge offers a vellum like surface with a subtle tooth allowing the sheet to take multiple layers of graphite. The sheet is also produced with two deckled edges and is 100% rag making it resistant to buckling.

The second paper is called Copperplate, produced at the Zerkall Paper Mill in Germany. This mouldmade sheet comes with 4 natural deckles and is extremely hard and rigid. The paper is made up of a cotton-sulphite blend and meets your 250gsm preference. This paper offers a little more texture than Stonehenge but performs extremely well with graphite allowing great detail and layering. Keep in mind that this sheet is completely unsized and is not suitable for water media.
